Sir,
I have the honour to refer to my despatch
No.572 of the 28th December, 1932, on the subject of
32 the International Convention for the Safety of Life
at Sea (1929) and in particular to that part of the

Memorandum accompanying the despatch which deals with the staff of the Government Marine Surveyor's Department
of the Harbour Office.

The question of additional staff to cope with the work which will be entailed by the application to this Colony of this Convention and of the International
Loadline Convention has already been considered by the
Harbour Master in consultation with the Committee of the
Hong Kong General Chamber of Commerce, but while it
appears certain that some additional staff will be required at the outset, it is not yet clear to what extent the
increase in the work involved will be permanent.
accordingly be glad if Commander Hole who is now on leave
may be directed to discuss the matter with the Board of
Trade, one of whose officers, Mr. Wilton, visited Hong Kong in 1927/28 and is familiar with the requirements of the Port, and to submit recommendations, by cable through the Colonial Office in the first instance, in order that
